VoteBot db needs update

VoteBot does not return full info to !neon (info on Project Neon) as ubottu does.

VoteBot fetches ubottu's factoids when it starts up. I have manually gone ahead and synced the factoids. VoteBot now possessed the neon factoid from ubottu. In the future, please just let me know that VoteBot is not in sync with ubottu, and I will sync the factoids again.
