+editpgpkeys not used for the Supermirror or when maintaining packages

Bug Description
The actions menu tooltip for Person/+editpgpkeys says "Used for the Supermirror, and when maintaining packages". Ah, that brings back memories.
OpenPGP keys aren't used for the Supermirror, it's not called the Supermirror any more, and the keys are used for uploading (not necessarily maintainin) packages and modifying bugs.
