Make it easy to quote comments through the web ui

Bug Description

When you do a review via e-mail, you quote specific parts of the previous message, inlining your comments. This makes it easy to follow the conversation, since the context is near the question.

Usually when someone does a review through the web UI, they tend to simply write their comment, without quoting the previous one. This makes it hard to follow the conversation, especially if the previous comment is a diff.

There should be an easy way of quoting the previous comment, and I think we should encourage people to do it.

I think there are two ways to do this...

The first is to pre-fill the entire comment field with a quoted message.

Or alternatively we could have a button that says "quote message" :-|

Given that it is easy to delete unwanted text, and that pre-filling the field will work for those that have javascript disabled, I'd suggest the first.

+1. This will be relatively straightforward this way. If someone clicks on
"Reply" the the field is pre-populated.
