Importing comments from a remote bug tracker creates a new "Launchpad" Person for each bug tracker

Bug Description
When we're importing comments from remote bug trackers that use the LP plugins we automatically create Person records for the authors of those comments if we can't find an existing Person record that matches.
The trouble is that we do this for all remote users, including the "Launchpad" user (see https:/
Ideally checkwatches would be smart enough to not do this. Perhaps we need a "Launchpad" celebrity.

I think the right thing to do here is to ignore comments from
"launchpad". We shouldn't import our own comments.
