wrong default keyboard layout in gdm after installation of new lang pack

Bug Description

1) My colleague installed Russian language in language-selector and chosen it as default language system wide.
2) She rebooted computer and GDM now have Russian keyboard layout by default.
3) There is no ability to switch layout (maybe GDM bug).

The bug: it's impossible to login now. All usernames and passwords are in latin letters.
Very annoying bug. Non tech user can make computer unusable with simple actions.

Possible solutions:

1) always latin keyboard layout in gdm (is there any usecase to use non-latin layout in gdm?)
2) keyboard switcher in GDM (should be reported to gdm)

Thank you for your bug report. What ubuntu version do you use? Could you try on lucid?
