a new HTML form that has errors will lose values for static fields

Bug Description
If you create a form and use the setNewDefaults which contains a static field in the form, and the user submits the form but has an error in it, the default value for the static fields will not be provided on the redisplayed form.
The form still knows that it is a new entity, but the information is not transfered (it has to be provided on the following page).
I think right now it doesn't work because it doesn't overwrite fields that have been submitted, but it doesn't have an exception for static fields.
