No Network Manager available under Ubuntu8.10

Bug Description
I don't see "Network" under System-> Administration. . The only item available is 'Network tools,' which is something else.
I installed Ubuntu 8.10 from scratch (after deleting SUSE), so it was not an upgrade from an older Ubuntu version. Tried to set up a home network . No Network manager available. Checked some forums (please see:

So, I am not the only one... Tried to follow the instruction on forums (without really understanding what I was doing). The results are the same as other people report:

There is a "Network Configuration" under "System -> Preference", and you can use it for now.
But there is still a bug with 'nm-applet' which affect many people as in bug 289466
