libtranslate-dev and translate conflict

Bug Description

/usr/bin/translate appears in 'libtranslate-dev' and in 'translate' packages. I'll attach a debdiff to manage conflicts between this 2 packages.

Add a Conflicts line in debian/control for the libtranslate-dev package.

Please mark as `Fix Committed' only if the patch has been merged in the package and uploaded to the archive.

Also, `translate' and `libtranslate' appear to be a couple of packages that are doing entirely different things with respect to each other; hence I do not think a Conflicts would be necessary. Would a rename of the binary in libtranslate-dev affect the package's usability?

I agree, the Conflict has no sens here.
This -dev package is supposed to be used to build gnome-translate, which hasn't been packaged because it's bugged (and upstream is not responsive).
I guess the binary could be rename.
