Thanks Jean-Baptiste, now fakeroot is installed.
In my case, the bug appeared when I was downloading/installing the driver for my nvidia video card.

I've just found another bug report with the same problem.

Does anyone have a reliable way of reproducing this?

I got round this bug by installing the full graphics driver for Nvidia using the Nvidia installation package. It seems that the process for the upgraded grapics driver from the visual effects window loses something.

You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering if this is still an issue for you. Can you try with the latest Ubuntu release? Thanks in advance.

See my comment of 2009-03-19........I worked around the bug and subsequent Ubuntu versions did not have the problem. So I don't see any problem closing this bug thread. Thanks for the reminder.
