Please backport debhelper 7 from intrepid

Bug Description

Although this backport has been discussed before, I think its worth reopening the issue of backporting debhelper 7, since it is vastly different from earlier debhelper sessions. As it stands, a good number of backports require dh7 -> dh6 tweaks, in some cases requiring massive changes to the rules file. As debhelper 7 is used to build dh6 and below packages in Intrepid and Jaunty, and no regressions in building old debhelper version with 7 have been reported, I think we should consider it. Futhermore, backports.org has does this, without any noted issues it seems.
