Bug Description

Earlier tonight, one of my repos was auto-packed from 14 packs into 3. However, this is what .bzr.log shows:

120.423 Auto-packing repository <bzrlib.repofmt.[snip]>, which has 14 pack files, containing 51040 revisions into 10 packs.

It's right about how many packs there are to start with, but wrong about how many will be left.

(bzr.dev r3825, using a 1.9-rich-root repo.)
