Allow linking to useraccounts / people inside of comments and reviews

Bug Description

I would love to be able to "link" another user inside of launchpad on the comment / review / just about anywhere. This may be a part of a wider bug (or feature!) where every text box is plain text, but being able to do the following would be super convenient:

Review Type: (empty because I'm still not sure what I should use this for)
Comment:

This looks great, but I'd like to have at least one other review from @statik or someone with knowledge about this domain before we merge it into trunk

Here @statik (totally ripped the nomenclature from Twitter / Identi.ca) would be a useful link / connection to http://launchpad.net/~statik. Maybe just a normal link with a nice little info box including picture on hover. I'd be happy to mock this up if anyone is interested in further detail.

I've unmarked as a duplicate because it is related to a different thing than CC'ing someone.

My preference is for using an lp: syntax. Something like:
  lp:~user to refer to a launchpad user
  lp:project to refer to a launchpad project

I agree that it's slightly different, but can see how they're related.

In #ubunet we've already started referring to branches like this, ( lp:~joshuablount/ubunet/html-cleanup ) So I'm sure it would be an easy thing to add into our standard practices. Here's what I would suggest happens:

1. lp:~user would link to the users profile page (their canonical url inside of LP)
2. if lp:~user isn't already subscribed or being sent the paticular bug link or whatever is being commented on, then they get a copy sent to them (like a very lofi "subscribe someone else" that doesn't feel quite as evil)
3. Maybe on hover the lp:~user shows a profile pic, or some small detail about the user that would make it easy to identify their role in the project. Stats? I'm not sure what this would be.
