No, this file should be put in /usr/lib/gthumb

/usr/lib/<package> is the right place for binary who are never called
from the command line or from a menu. This binary is a bonobo component
and only called internally by some application like nautilus.

For that reason nautilus need to be recompiled against the next gthumb
version with this binary in /usr/lib/gthumb

Read discussions in the dtk-gnome Debian list.
