Scanners only found with 'sudo', not user. - Kubuntu 8.10

Bug Description

Kubuntu 8.10 - fresh install. All updates as of today's date.

Using scanimage, the following results are obtained:

$ scanimage -L

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

$ sudo scanimage -L
device `hp:/dev/sg0' is a Hewlett-Packard C2500A flatbed scanner
device `hpaio:/par/OfficeJet_Series_500?device=/dev/parport0' is a Hewlett-Packard OfficeJet_Series_500 all-in-one

Seems only sudo can find the scanners. Installed xsane and had same situation where only sudo can find the scanners.

Tried to find solution in older bugs, but seem to all be Ubuntu-oriented solutions as opposed to Kubuntu. The 'System-Administration-Groups' type of path seems to not be available in Kubuntu as they evidently are in Ubuntu. One fellow told me some functions should be available to 'Run as Administrator', but haven't found anything like this yet - except for command line sudo.

However, if the issue still exists in the latest development version of Ubuntu and you are the original reporter please feel free to reopen with the requested information. If you are not the original reporter, please don't reopen this one but instead file a new bug and reference this one.
