Button not immediatley actionable when replacing a button

Bug Description
Run the test case. When running clicking on the button alternates the button displayed. However when the new button has just been displayed the buttons action cannot be triggered until the mouse has been moved.

Fix was to invoke tryPropogateMove after place() in the root box reflow
