Do not initialise source_file_format when opening a new distroseries

Bug Description
We should not initialise source_file_format when opening new distroseries. This has caused problems like bug 292473.
Basically, we should leave the field as NULL, fix code to gracefully handle NULLs and default to PO (source_file_format == 1), and set value when the first template is actually imported.

I'm dropping this to low as its a fairly rare event, but still worth doing. Of course, if someone wants to fix this, patches will be gratefully considered!
