context string being lost for KDE translations

Bug Description

KDE language packs still lack quite a few translations which are available fine in the upstream kde-l10n-xx packages.

Looking at the language-pack-kde-de source the translated strings are there but they don't appear in the applications. The difference seems to be missing msgctxt context strings, for example upstream kde-l10n-de-4.1.2:

There was no problem in Launchpad as far as stripping msgctxt goes (we've had some KDE templates marked as legacy KDEPO ones which exported contexts as "_:context\n...", but that has been fixed as well). Martin also tracked down the problem with Ubuntu language pack building, and that should be fixed now as well (all explained in the "duplicate" bug).
