Bug Description
fetchmail-ssl’s binary package description:
This is a dummy package to facilitate upgrades from Debian woody. It may safely be removed once the fetchmail package is installed.
I’m not sure whether diverting from Debian for such a trivial thing is worth it; if not, feel free to WONTFIX this bug.

Current Dapper version 6.3.2-2ubuntu1 does not build fetchmail-ssl any more.
