german translations in kubuntu 8.10/kde 4.1.2 incomplete

Bug Description

I just installed Kubuntu 8.10 with KDE 4.1.2 with german language from the CD.

Things I noticed:

 - during the installation the installer dornloadad language packages from
   the internet (bad thing, languages should be on the CD, at least I thought they were)

- after installation after the first login, I noticed a small yellow warning (plasmoid) near the clock
  telling me that something was wrong with the language installation,
  and that the language installation was incomplete. I clicked it away for now.
  Unfortunately it never reapears after severels logout/login, so I could not find out more
  and so...

 - I decided to create a additional account. After the first login I got the same warning,
  telling me the language install is incomplete asking me if I want to fix this/load necessary stuff.
  I click on yes, type in my (admin) password for sudo ... some stuff is downloaded and installed.

Result: Still some english text in dialogs everywhere.

So I installed synaptic (I prefer it) and looked for "language" and i10n packages in german and installed then.

Still the same, ironically the whole language selection dialogs in the system settings are in english
(Locale tab and so on).

Is this a bug or is KDE 4.1.2 still unfinished?

 (I get crashes here and there from time to time ... I did not get this with kde 3.5.9)
