ftest runner sometimes runs pagetests in isolation

if you do python test.py -f --test="foo" where foo matches both ftests and pagetests, then the page tests get run too.

Unfortunately if that's not an entire pagetest story, only the individual page test is run in isolation. This commonly causes failures.

Ideally the above syntax wouldn't run pagetests, or else would only match against a pagetest story name rather than the full individual test name.
