OOPS assertion error when sending too many "Contact this user" emails at once

I was trying to send out some CHR emails and got this OOPS. It's probably reasonable to throttle these emails, but a non-OOPS "hold your horses and try again soon" page would probably be better.

When I pressed back arrow I got the "try again in 23 hours" message.

The way I got the OOPS, then, was that I opened up several "Contact this user" pages at the same time in multiple tabs, and then submitted each.

The message appeared for me too, but I didn't get any OOPSes.
