xfce4: default menu not editable by user

Bug Description
The default menu associated with the xfce4-menu button in the panel is located here:
/etc/xdg/
This file is not editable by the menu editor due to permissions.
In xfce4 the default menu is usually ~/.config/
Note that the menu editor also points to the home directory location by default, so there is a mismatch between the default panel menu and the default menu editor menu.

that is normal, as the menu in /etc is not supposed to be edited, rather the one in the user's home dir takes precedendce. So if you want to be able to edit the menu in /etc it is not a bug to be denied, it is normal behaviour.
Please reopen the bug if it's something else you are trying to do.
