Ubuntu start page (8.10) for Greek has bad character encoding

Bug Description

The Ubuntu Start page for Greek has messed-up text (regarding encodings).
The page is
http://start.ubuntu.com/8.10/index.html.el
and it shows as

Βοήθεια για το Ubuntu – Συμμετοχή – Κατάστημα Ubuntu

It should appear as something like

Βοήθεια - Κοινότητα - Συμμετοχή

I found two possible projects for the Ubuntu Start Page,
https://edge.launchpad.net/ubuntu-start-page
https://edge.launchpad.net/~ubuntu-start-page
but they both appear as empty projects. They do not have any translations.

The Greek 8.04 start page for Ubuntu is fine, so something got messed up with the 8.10 version only,
http://start.ubuntu.com/8.04/index.html.el

Where is the source of the translations for the Ubuntu Start Page?
