Binary package hint: gnome-session
For years, I've always set up Alt-F1..Alt-F9 as shortcuts for Switch to workspace 1..9, and Shift-Alt-
When running compiz, the Shift-Alt-Fn shortcuts don't work: I can enter them into Preferences|

This happens to me too. I'm using Jaunty:
gnome-session: 2.25.92-0ubuntu2
compiz: 1:0.8.2-0ubuntu2
It's very easy to reproduce. It doesn't matter what the "switch to workspace" keys are set to, the "move window to workspace" keys never work. If I'm in a terminal, the key goes to the terminal instead of being caught by the window manager.
