/proc/bus/usb is not mounted

Bug Description
The folder /proc/bus/usb is empty and must be manually created with the command:
sudo mount -t usbfs none /proc/bus/usb
I am running Dapper installed from the flight CD 3 and upgraded on a daily basis.
I checked the configuration files in the folder /etc/hotplug and I was quite surprised to see that the folder is almost empty, here are it's contents:

`-- blacklist.d
|-- alsa-base
`-- linux-sound-
