Access manager of System Settings is showing at new window.

This is intentional. The login manager is launched in admin mode, and is launched in a stand-alone to indicate that the user is working in admin mode.

But... other System Settings apps are launched in admin mode, and they are integrated into System Settings: Like GRUB Editor, for example.

I think that "root mode" button is better than open in a new window the apps, or colorize the decoration of root windows with a different colour instead.
