Change the default bug task for a bug when the originating target is no longer available

Bug Description

I received an OOPS today (OOPS-1033B3155) when looking for bug 83166. The link I was following was https://bugs.launchpad.net/bugs/83166 which should redirect to the bug report however this failed. I think this is because the bug has affects the Ubuntu ISO Test Tracker project which doesn't seem to exist anymore.

Does this bug have tasks on other projects? If not, then 404 is the correct response (but there's no need for an OOPS).

What is the problem? I can see two potential problems, only one of them is really very serious.

1. That bug is gone (since the target it is on is gone). We generate an OOPS when we should really gracefully give a 404.

or

2. The target where this bug originated is gone, but there are other targets, and we should choose a new one as the default target to redirect to.

The bug has a valid target for the ubiquity package in Ubuntu - https://bugs.edge.launchpad.net/ubuntu/+source/ubiquity/+bug/83166.

I probably should have said something about that in the first place, especially since I had to look it up again.
