nm-applet has no icon if no wireless network present

Bug Description
I installed Ubuntu 8.10 in two ways:
* upgrade from 8.04
* fresh install
on three different systems.
On all three there was no icon for nm-applet even though the process was running.
If I want to create a new GSM, PPPoE or other type of network I have to click arround near the notification area ... maybe maybe I find the place where nm-applet's icon should be.
Killing nm-applet and restarting it will not make the icon appear.
I could only see it if there was a wireless signal nearby: nm-applet displayed an animated icon.
Expected: A default icon I can click on to see the applet.

Same here on a HP Compaq 6510b!
I can't see the symbol and I can't find any menu by clicking in the notification area.
When I kill the nm-applet and restart it, the only thing happens is:

Since I am now going to upgrade on my desktop system, I'll see if the same bug is also present there.
