Default source package bugs list missing some bugs

Bug Description

Bug 156070 doesn't show up in the list of apt-cacher bug reports at https://bugs.launchpad.net/ubuntu/+source/apt-cacher . I believe this is because the Intrepid task for the bug is Fix Released while the Hardy task is New. The default bug list should include any bug task that is open so it accurately reflects work that needs to be done by people interested in that package.

It may save time to fix bug 216668 at the same time as this bug.

As discussed on IRC, this is probably the same as bug #216668. This same design issue affects bugs for distros, products and sourcepackages - anything that has series.
