Deactivated accounts are not anonymous

Bug Description

When deactivating/closing an account with a web service, it's a reasonable assumption that any data that links the account to its (previous) owner should be removed from public view.

In Launchpad, we remove almost everything from public view except for two things:

 * display name - it remains visible
 * system name - we suffix it with "-decativatedaccount".

We also have bug 283830 "Don't allow crawlers to index the top-leve user pages on lp subdomains if the user is deactivated", which will soon be fixed.

We should fully anonymise the account by removing the original display name and system name from public view.
