In some cases an upgrade from Hardy Heron KDE 4 Remix to Intrepid Ibex isn't done for all applications. This will happen if the package kubuntu-desktop was removed. We strongly advise to ensure kubuntu-desktop, and if KDE 4 is installed also kubuntu-

When you upgrade from Hardy with KDE4 to Intrepid with KDE4, "System settings ..." opens a blank window.

This happens to those who were on Hardy and installed KDE4 from the ppa. dist-upgrade to Intrepid works, but systemsettings is completely inaccessible.
The solution in the forum thread above is: apt-get install systemsettings - this removes systemsettings-kde4 and the resulting systemsettings can in fact be used.
The forum thread suggests: "shouldn't there be a dependency which installs the current systemsettings package even if the systemsettings-kde4 package is installed? This may cause problems for everyone who tried the kde4 packages in hardy."
kubuntu-desktop is taking care of this kind of stuff, by removing it you won't get complete upgrades.
