There's an error in your configuration file. The line
devices/system/cpu/cpu0/cpufreq/scaling_governor=cpufreq_ondemand
should be
devices/system/cpu/cpu0/cpufreq/scaling_governor=ondemand

Could you please change it and report if it helps.
