Bug Description
In Ubuntu 8.10 security updates aren't enabled by default; I had to check that box (intrepid-security) manually in Software Sources - Updates. Only intrepid-updates were enabled by default (box was checked).

Could you please attach your /etc/apt/ sources. list file? How did you install 8.10 ? I just tried a fresh install and for me security.ubuntu.com was enabled.
