Reproduction:
1) right click on the nm-applet icon in the notification area and select edit
2) select a network with a password and click edit
3) A window titled "Allow access" opens saying "The application 'nm-connection-
There are buttons labeled "Deny", "Allow Once" and "Always Allow".
-selecting "Allow Once" makes the same "Allow access" window to come up in total 3 times before getting to the editing window.
-selecting "Deny" (also x to close the window) exhibits the same behavior except no password is show under the "Wireless Security" tab
Expected behavior:
- selecting "Allow Once" should immediately open the editing window (im unsure if a password should be required the whole allow access dialog seems pointless if no password is needed but i don't know about this part)
-selecting "x" should close the window and cancel the operation
-selecting "Deny" should immediately open the editing window without a password (if this is supposed to cancel editing the network it should be labeled cancel)
xprop | grep WM_CLASS reports the program as gnome-keyring-ask im unsure what package this is. It appears as if the "allow access" dialogue is not network manager but another package jumping in, however, it could just be networkmanager.

In jaunty I just tried this and needed to press allow once around to 20 times before it let me edit the wireless network.
