kdelibs4-dev cannot be installed without removing kdelibs5-dev

Bug Description

Binary package hint: kdelibs4-dev

I want to compile both KDE4 and KDE 3 programs and thus need both kdelibs5-dev and kdelibs4-dev. Currently kdelibs5-dev is installed, and when try to use synatic to install kdelibs4-dev it wants to remove a bunch of files.

This is still relevant in (K)ubuntu 9.04.

Here is the output of "sudo apt-get install kdelibs4-dev":
The following packages will be REMOVED:
  kdelibs5-dev libplasma-dev

This is problematic for anyone wishing to be able to develop kde3 and kde4 applications side by side. Not to mention, someone attempting to port a kde3 application to kde4. This seems like a severe/critical bug to me.

Sad to say, but this bug is not fixable. Both packages install files to the same location, so there isn't a way we could get to coexist peacefully.

Gentoo can do this - why would Ubuntu not be able to get this working too?
