$ kbluetooth4
KBluetooth4 is already running!

but there is no bluetooth tray icon

Same Problem here,
using Kubuntu Intrepid on an Acer 5920g.

Windows:
Broadcom 2045 Bluetooth 2.0 USB Device
Linux:

i can confirm it too

i have ibm x40 with integrated blueototh
Bus 004 Device 006: ID 1668:2441 Actiontec Electronics, Inc. [hex] BMDC-2 IBM Bluetooth III w.56k

only solution is:
run bluetooth-applet, or add it to startup list
