nm-applet doesn't show when all devices are managed

Bug Description

I have the following scenario in my Intrepid:

1. A machine with an only one Ethernet card (eth0).

2. My /etc/network/interfaces shows like this:

auto lo
iface lo inet loopback

auto eth0
iface eth0 inet dhcp

When I boot into my desktop, the Network Manager applet doesn't show.

My nm-system-settings.conf contains:

[main]
plugins=ifupdown,keyfile

[ifupdown]
managed=false

This bug is reported against a not longer supported version of Ubuntu. If you are still having this issue with a newer version of Ubuntu can you please update the bug report.
