ProjectRoot set incorrectly

Bug Description

/etc/X11/config/cf/site.def defines:

  #define ProjectRoot /usr/X11R6

But /usr/X11R6/ doesn't contain the X11 headers or libraries.

This patch addresses the request, and is required to solve the issue identified with #28810.

we will fix it after dapper. Changing it now means searching for a lot of more troubles since a lot of apps now relies on this path.
