kde 4.1.2 very very slow launching any program

Bug Description

programs like dolphin, systemsettings, konqueror... start with a big lag of time, i tried to launch them in a konsole and then i've found out that it is attempting to do something several times and that's the reason..
this is what i get in a terminal:

between each "Failed to open the panel socket" it takes a lot of time...

Try this. It solved the problem on my computer:

run /usr/bin/skim
    Frontend --> General SCIM --> Other
    set 'Panel Program' to 'scim-panel-kde'
    set 'Config Module' to 'kconfig'

Thanks, it solves the problem!!
So It means, it is not a bug of kde but a bug of my distribution (ubuntu intrepid)?

If I type "run /usr/bin/skim" I get the following:

bash: run: command not found

and if I type only /usr/bin/skim, I get:

bash: /usr/bin/skim: No such file or directory.

If I just type skim,

"The program 'skim' is currently not installed. You can install it by typing: sudo apt-get install skim.
