kdm does not install properly, no config dialog displayed

When installed using either synaptic, apt-get or gdebi the above package fails to have it files placed correctly - even when purged and reinstalled. The package contains, for example, /etc/init.d/kdm but this file fails to be placed in the init.d directory with the result that a reboot leaves the user at the first console (tty1) rather than presenting kdm in the usual way (eg autostarting KDE4 or presnting GUI login prompt).
It appears that some [all?] of the files for the package are being installed correctly (though I only checked in a couple of folders), no error is given and no untoward messages appear. Perhaps the package is missing an install script or something?
For me copying /etc/init.d/kdm - extracted from the deb package (with "dpkg -x package.dev ./") - worked inasmuch as kdm comes up as expected again.
gdm install presents a debconf dialog to ask if the user prefers gdm or kdm (or whichever dm are installed) - kdm never presents this dialog.
Fresh install from today's live CD:
Config dialog works just fine.
KDM starts just fine.
