NotOneError raised while uploading a translation file

As seen in OOPS-1020H551 a NotOneError was raised in +translations-upload page.

<jtv> matsubara: danilo's on CHR. This looks like somebody uploading two translation files with the same path to the same translation environment.
<jtv> matsubara: no actually, a third one when there were two already.
<jtv> matsubara: I meant, multiple templates in the same context have the same path. Which shouldn't happen, but there you go. Maybe one of them is deactivated.

To reproduce do the following:

1. Upload a file to a productseries.
2. Upload the same file to a template within that productseries.
 -> now you see two entries with the same name in the translation queue.
3. Upload the same file to the productseries again.
 -> OOPS!
