Launchpad feigns ignorance about why project series has no translations

<https://translations.launchpad.net/bzr/1.8> says "Either this project has not been set up to use Launchpad for translation, or 1.8 does not have any strings to be translated through Launchpad."

As can be seen from <https://translations.launchpad.net/bzr>, Launchpad knows which of these is true: "The Bazaar project is not set up for translation in Launchpad." So it shouldn't pretend on the series page that it doesn't know, otherwise people may waste time looking for other series of the project that do have translations.

This is harder to fix than it seems: the template in question can apply to a product, but also to a source package in a particular distribution release series.
