getRelease and getSeries should be exported via the API

Bug Description
The API does not export search methods getRelease() or getSeries() for projects. All of the series and releases can be obtained as collections but to find a specific one requires looping over the collection.

I have a branch that adds this. I discovered that getRelease has been broken for months. I added test coverage to ensure it does not break again.
