Bug Description
Some users would rather not have their personal pages on Launchpad (everything after /~username) indexed by web crawlers. It would be good if we could allow them to set a flag on their details page for blocking this (by adding a meta tag for robots with noidex for all those pages), just like we do for deactivated accounts.

This feature would break Launchpad's search since it uses Google. Some care would be needed in implementing this.
