P-a-s interepreted differently in Debian and Ubuntu

Bug Description

Hi,

soyuz tries building xserver-xorg-video-intel on powerpc, but in Debian it's not the case of wanna-build.

I checked Packages-arch-specific, and there are two entries for it:
xserver-xorg-video-intel: !s390
%xserver-xorg-video-intel: amd64 hurd-i386 i386 kfreebsd-amd64 kfreebsd-i386 lpia # intel platform specific

(% is for source packages)

I don't quite understand what the binary packages mean, but it seems soyuz shouldn't try building the source on powerpc like it does now.

cocoplum (new soyuz production machine) was missing P-a-s file. I've created it and installed the jobs to keep it up to date (hourly)
