Power manager doesn't run while gnome-phone manager 0.40-3 is disconnected from a phone

Bug Description

Binary package hint: gnome-phone-manager

When I had the gnome-phone-manager set to run on startup, it would cause the gnome-power-manager to not run. Part of this is due to a bluetooth module refusing to start in the on setting in the BIOS during boot. After I get it turned back on I have to goto change the power settings to get power manager to run again. I would appreciate this bug being squished because if the power manager doesn't run, my computer will die without acting on low battery status. I use a Dell Inspiron 8600 with the 355 Bluetooth Module running Ubuntu 8.04.

I'm experiencing the same trouble with latest ubuntu jaunty, updated to latest, with a fujitsu u810.
