$final_bad_header_destiny = D_PASS not honoured

Bug Description

in 20-debian_defaults there is the rule

$final_bad_header_destiny = D_PASS;

but I am getting emails quarantined with the following error:

X-Amavis-Alert: BAD HEADER Duplicate header field: "Message-ID"

amavisd-new 1:2.5.3-1ubuntu3

ubuntu 8.04 at latest upgrade level.

PS Forgot to mention the email did get passed through but was also quarantined and an error message sent to the sender.
