Indexes debian-installer udebs in Packages and no debian-installer udebs index(es)

Bug Description

Hi,

ppas don't seem to support udebs; they will list .udebs in Packages{,.gz} and there's no index of udebs.

This means:
- ppa with e.g. linux expose "new" binary packages which will probably fail to install (or worse)
- it might not be possible to test udeb changes in ppas

I think it might be an option to only include .deb files in ppa Packages indexes, or exclude .udebs explicitely.

Right, PPA publishing infrastructure (aka NoMoreAptFtparchive) doesn't yet support debian-installer indexes.

We can quickly filter out udebs from the ordinary indexes, but building debian-installer indexes might take a little bit longer.

How urgent is this feature ? Do we have any PPAs that are severily blocked but the lack of udeb indexing ?

I don't think we critically need udeb indexes, it would help for some stuff. I was really concerned about listing udebs in indexes though.
