[Win32] codec desinstallation is not detected

Bug Description
Steps to reproduce:
- install elisa on a fresh windows install
- try to play a file that needs specific codecs
- install k-lite codecs pack with the codec installer -> playing the file in elisa should work
- uninstall k-lite codecs pack
- try playing the file from elisa
Expected result: codec installation is proposed again
Current result: elisa says it is impossible to play the file, reinstalling elisa does not seem to solve the problem.

The codec installer has been removed from Elisa. So this bug doesn't make sense anymore.
