gconf cursor blinking control has changed

Bug Description

In GNOME 2.24 gnome-terminal has a new cursor blink gconf key which allows it to be explicitly enabled/disabled or for it to follow the system setting. We currently do not handle this setting and if a user was previously inheriting cursor blink behaviour from gconf, it will now fail to find a useful setting and revert to the default value of True.

This should be fixed by revision 642 and should handle both the new key and the older style.
